According to the apostles, the Lord promised the gift of the Holy Spirit to all those who would believe (Acts 2:38-39).If it is a promise from God, then it will be fulfilled according to the condition that He has set — by believing in His One and Only Son, Jesus Christ our Lord. It is important therefore to receive the Holy Spirit after or at the time that you believe. Sometimes a person may not receive the Holy Spirit because he or she has not really believed. At other times, people do not receive the Holy Spirit because nobody has taught them that there is such a gift as the Holy Spirit (Acts 19:1-7).In other words, they are ignorant of the Holy Spirit. God wants to give this gift, but sometimes people are not asking for this gift, or they are not aware that this gift is for them. True believers always testify that they have received the Holy Spirit when they believed or immediately after they believed (see Rom 8:9; Eph 1:13-14). So make sure that you have received the Holy Spirit. The Holy Spirit will testify in your spirit that you are a true child of God (Rom 8:16). This is your real assurance of salvation.

You can receive the Holy Spirit simply through the laying on of hands by someone who has received the Holy Spirit also (Acts 8:14-17). Or sometimes God Himself will pour out the Holy Spirit on people directly, even without the laying of hands (Acts 10:44). There is no set way or formula. But you would know if and when the Holy Spirit has come upon you. There will be manifestations or evidences, the most important of which is love — love for God and for others. The Bible calls this experience a baptism of the Holy Spirit, so therefore you would know if and when you are baptized with the Holy Spirit, just as you would know if and when you have been baptized in or with water (Acts 1:5).
